Update MEXICO CDMX downloader and processor

Website and file format has changed compared to the data files used in GHOST 1.5. Currently website has too old SSL certificates as python rises issue when requesting the data ((Caused by SSLError(SSLCertVerificationError(1, '[SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: unable to get local issuer certificate (_ssl.c:1006)')))).
