Joly-Peuch codes

@mguevara I investigated the issue with the Turkey stations you identified as not having a Joly-Peuch code. The issue was that the Turkey stations are the only stations that can have more than 8 characters for the EIONET codes, so in the cases where the characters are more than 8, the stations were not being registered as matching with the Joly-Peuch stations. I will correct this in GHOST 1.4.

Before I do this however, I would like to have a discussion in the next AC Obs and Eval. meeting to discuss how we treat these codes exactly. Currently I have one file from 2019 which I apply to the entire time series, however I have a system already in place to use multiple Joly-Peuch files if we can decide which files exactly we use for this. Therefore we could have changing Joly-Peuch codes in GHOST across the time record.
