Number of consecutive days exceeding threshold

Our former colleague, Nadia, was working on a function to calculate an indicator based on the number of consecutive days that were exceeding (or not exceeding) a threshold during a period.

I haven't looked in detail at the code but it looks quite consistent with the criteria for the CSIndicator package.

For the naming and description of the function, @rmarcos may be willing to help.
