Update CAMS-GLOB-ANT emission data to v5.1
Currently the HERMESv3_GR configuration files for the global simulations use CAMS-GLOB-ANTv2.1, but a more recent version is available (v5.1). We need to:

Download emission dataset from ECCAD -
Pre-process emissions to HERMES format -
Create updated EI configuration files for the global domain
