YAML configuration file for HERMESv3_GR_v3.0.0

HERMES can be configured through a configuration file and parameters sent by the command line.

We want to keep that flexibility, but we must change the input configuration file from INI to YAML.

• Change the HERMES_GR Config Class.
  • External CSV file with configuration arguments and description
  • Use YAML and arguments.
  • Check behavior.
• Update version and release 3.0.2
