migrate project to SMHI gitlab

A first test has been done, new project is here: https://git.smhi.se/etienne.tourigny/ec-earth-data-coupler/

In order to provide a smooth transition, contributors in this project need to define their public email. https://docs.gitlab.com/ee/user/profile/index.html#set-your-public-email

I just did this, when you can @amozaffa can you do the same? I will then try to export/import again to check all mappings are correct.
