Shapefiles for multiple regions

@vtorralba pointed out that currently, the shapefile parameter in the recipe does not consider the possibility of having different shapefiles for different regions.

Some possible solutions:

1. Allow this parameter in output_size.yml.
2. Allow shapefile in the recipe to be a list of region names with the corresponding shapefiles.
