Static Wrapper Engine

This is the development from an idea from Wahib.

The idea is to build statically a schedule, before submission, upon knowing how many tasks are in the wrapper.

While I was bored waiting for the compilation of CMOR and CDO on Fugaku I wrote this document on the MILP model to be solved.

As of now, I am fairly confident that it should work. I will try to implement on scipy (hopefully there are no Licensing problems with Autosubmit) and see if it makes sense.
