Loading: Generate dates to load for subseasonal weekly reference

Addresses the one of the remaining points in https://earth.bsc.es/gitlab/es/sunset/-/issues/173#note_366490: Loading subseasonal reference data without relying on the metadata from the hindcast to generate the file dates.
